He chaired the Congress of the Postal Union in Paris in 1878, founded the Graduate School of Telegraphy (forerunner of today’s National School of Telecommunications), was responsible for the International Exhibition of Electricity (Paris 1881), and chaired the first Conference for the Protection of submarine cables.
